Forced Removals¶
District-level data on forced population relocations during apartheid, compiled from the Surplus People Project reports (1983).
Unit of Observation¶
Each row is a relocation event — a specific population moved from one place to another. Events are aggregated to destination magisterial districts for panel analysis.
Key Files¶
| File | Rows | Description |
|---|---|---|
forced_removals/forced_removals_events.csv |
646 | One row per source row: source variant and file, page (for the OCR rows), record_type (27 rows are headers or summaries, not events), origin, name-matched and audited destination district |
panels/forced_removals_district_panel.csv |
279 districts | District panel: 422 events (1,512,079 people) in 74 receiving districts |
Builder: shared_resources/scripts/panel_builders/13_forced_removals_panel.py, which applies the corrections ledger corrections/forced_removals.csv (cross-province fixes and the destination audit; see Provenance below for how the audit was done). The 86 rows from the Transvaal Vol. 3 OCR supplement (many repeat manual rows) and the 15 Orange Free State narrative rows are kept in the event file but held out of the district panel. No Natal volume and no OFS relocation table are held.
Removals reached both open and closed recruiting districts. On the audited destinations used for the 1974 paper's removals control, they reached 23 of 89 open and 65 of 184 closed districts.
Coverage by Province¶
| Province | Events | Method | Status |
|---|---|---|---|
| Transvaal | 382 | Manual transcription + OCR supplement (supplement held out of the panel) | Vol. 3 incomplete |
| Eastern Cape | 129 | Claude Vision OCR | Complete |
| Western Cape | 69 | Claude Vision OCR | Complete |
| Northern Cape | 51 | Manual transcription | Complete |
| Orange Free State | 15 | Narrative rows only; the PDF has maps and narrative, not tables | Held out of the panel |
| Natal | 0 | No volume held | To acquire |

District Matching¶
71% of events are matched to a destination magisterial district. Matching is lower for homeland consolidation moves (within-reserve relocations where neither origin nor destination is a named town).
Provenance¶
- Source: Surplus People Project, "Forced Removals in South Africa" (1983)
- Digitization: Transcribed by hand for the Northern Cape and the Transvaal summary tables (the transcriber is not recorded); extracted by Claude Vision for the Western and Eastern Cape
- Destination districts: the SPP tables give a relocation area and nearest town, not a magisterial district. Districts were assigned by name matching and then reviewed row by row by an AI agent (Claude) in October 2026, from the nearest town and the district geography of the period; the high- and medium-confidence assignments are ledger rows. No person has re-checked them
- Status: transcribed; the AI extractions have not been page-checked
