Argument

The remainder is miscellaneous: Proclamations imposing special rates on tribes and administering Bantu Authorities, Treasury revenue returns, bank statements, a motor industry census regulation, company registrations, estate and insolvency notices. For the book it is a source on the apparatus of administrative control, apartheid-era state finance and electoral machinery in 1958, not an analytical argument.

Evidence and method

Primary gazette text: Proclamations 73-77 of 1958, Government Notices (Justice, Finance, Native Affairs, Labour, Interior, Statistics), Treasury revenue statements to 28 Feb 1958, quarterly commercial bank balance sheets to 31 Dec 1957, South African Reserve Bank statement of 14 March 1958, Land Bank statement, trade statistics for Jan-Feb 1958, and legal/estate notices. The Delimitation Commission content is limited to boundary-description amendments.

Quantification: Descriptive tables.

Not an analytical work: a single issue of the Union Government Gazette (28 March 1958) reproducing official proclamations, notices and statistical statements. The Gazette itself is a primary source; no inference is drawn.

Key claims

Claim Basis Strength
The Reserve Bank's gold reserve ratio stood at 38.0 per cent in March 1958. (p. 48) Reserve Bank statement of assets and liabilities 14 March 1958. Systematic data
Imports rose to about £104 million in January–February 1958 from £87 million a year earlier, while exports (excluding specie) fell to about £63.9 million from £72.3 million. (p. 52) Preliminary statement of trade, Notice 213. Systematic data

Gaps in the evidence

The document is a raw Government Gazette, not an argument, so it has no claims of its own needing support. As a source, it offers single-period snapshots (one quarter or two months) without series, deflators or disaggregation by race, so it cannot support analysis of structural change. Fuller use would require the underlying census returns, Union Statistics volumes and Hansard or commission material, which exist in archives. The middle of the document was omitted, so some notices were not examined.

Replicability: Data public and well described.
